• Maritime Event Notification/Application Form

  • This form has been created under and is subject to the Tasman District Council’s Navigation Safety Bylaw 2024, Part 4 Reserved Areas and restrictions.

    Who can use this form

    You can use this form to:

    • Apply for an exemption to the Navigation Safety Bylaw provisions and/or
    • Reserve an area for the purpose of a martime event/activity, or
    • Simply notify us of an event/activity you are running.

    Before you start

    Please have the required information and supporting documents ready before you begin.

    If you are applying for a temporary reservation, exemption, or Harbourmaster assistance, please submit your application at least four weeks (20 working days) before your event.

    • A map or chart showing the event area 
    • Your safety plan, if you are making an application 
    • Any supporting documents needed for your event or activity, such as landowner approvals, insurance, or fireworks approvals.

In the event of a significant maritime emergency or other priority operational response, Harbourmaster staff may need to leave the event/activity. If this occurs, charges will only apply for the time and services actually provided.

  • What to include in your safety plan

    Your safety plan should be appropriate to the size, nature and risk of the event/activity and should include, where relevant: 

    • Contact details of the Event Organiser and Safety Coordinator
    • Qualifications and /or experience of Event Organiser and Safety Coordinator
    • Public liability insurance held for the event
    • Schedule of safety briefings and key messages
    •  A map showing the event course/area and any requested reserved areas
    • A communications plan between event organisers and support vessels, other water users and the Council
    • Analysis of all foreseeable risks involved in the event and what measures will be used to eliminate, isolate or minimise those hazards
    • Numbers and types of any patrol/marshal/safety vessels and how they will be used to manage risk including preventing unauthorised vessels from entering any reserved areas
    • Numbers and types of vessels and/or people involved
    • Average and maximum vessel speeds involved
    • Weather limits for the event (“go and no go” criteria)
    • Details of any significant safety incidents from similar previous events, and lessons learned 
    • Justification for any requested reserved areas or bylaw exemptions 
    • Affiliations to any national bodies that oversee the event, or standards that apply to the event
    • Adequate instructions on what to do if there is a breach of exclusion zone/navigation safety matters
       

    Please note: A safety plan that only addresses the matters listed above may not be sufficient to manage all risks associated with the event/activity or other legal obligations, including health and safety requirements.

    • I understand that if any information provided is found to be incorrect, any approval or authorisation granted may be amended, suspended, or cancelled. 
    • I will ensure the event/activity is run in accordance with all conditions imposed by Tasman District Council. 
    • I agree to pay, on invoice, all Council costs incurred in processing this application, including any public notification requirements and any requested staff attendance or Harbourmaster services. 
    • I acknowledge that if, in the opinion of the Harbourmaster or representative, the event/activity is not being managed safely, the Harbourmaster or representative may stop, suspend, or cancel the event/activity. 
    • I understand that Harbourmaster staff may need to leave the event/activity for a Major maritime emergency or other priority operational response, and that charges will only apply for the time and services actually provided. 
    • The information I have supplied has been collected for the purpose of reviewing this application and may be made available in accordance with applicable official information and privacy legislation.

    • I understand Tasman District Council may contact me for further information if needed. 
    • I understand this notification does not by itself constitute approval for any temporary reservation, bylaw exemption, Harbourmaster service, or other permission that may be required.
